What role should government organizations like CISA and DHS play in keeping the critical infrastructure safe around SaaS?

I would expect that they would at least be promoting a little bit more of an open sharing environment, so that you're able to get these things out more quickly and honestly, and without maybe as many negative repercussions that could be there today.

As an incident responder, CISA is my nemesis. Every time they put out a publication, it's a fire drill. Somebody has published a new tool to do whatever, especially with the Microsoft exchange stuff recently. Every time something cool came out, you're being asked, "Did you run this tool?" "No. I didn't run that tool because the indicators that it goes in checks for we're in these three other tools that you made me run and I'm on this fire drill away over here, and there's nothing that's changed."
