Platform approach is the key, eg API, Analytics, , DevSecOps IT4IT..and off-course Hybrid Cloud....with this you are on the journey of Mordenization to achieve Digital journey.

For us, it started with a vision and commitment to a fundamental transformation (in our case, a cloud first strategy). Once we had that, we started with easy wins like moving from Exchange to Gmail, internal HD to Zendesk). Next we addressed the key business systems like Finance/Payroll, CRM, etc. Finally all residual systems were moved to IaaS and PaaS platforms. The easy wins helped with understanding and buy-in for the bigger projects. Now we are an OpEx focused operation and don't need to spend time on that discussion (or on all the maintenance that bogged down the IT organization previously). Recent additions like Okta (IAM) and Wombat (Security Awareness) have been strong additions. A fundamental key no to overlook is having a strong and flexible integration platform/service, but that's another thread.

I think THE Solution is not a tool, but first to be clear on what you want to achieve with your 'modernization'. I think a very common objective is now a days to gain speed and flexibility to CHANGE. Especially as it's hard to predict the future, you want to be able to quickly adapt without being locked-up. And surely there are a lot of initiatives out like cloud native, DevOps etc. approaches (including the comments which have been made before) which are very much linked to those objectives. Looking at ourselves and our Fortune 500 customers that's for sure the initiative a lot of them are taking. But be careful of the complexity you are adding with microservices, but manageable with the right approaches. For our very own business system I have set a few principles to ensure that we have the right speed and flexibility: 'SaaS only', Buy rather than Make, But Clear Make, when we gain competitive advantage !
